Great news! Saruman's phrase is finally clear thanks to my friend
who is responsible for German soundtrack and who sent a very
interesting message to me. More you will find at
http://www.elvish.org/gwaith. He writes:

This spell is uttered in the moment when the Fellowship ascends
Caradhras; Saruman is, of course, not physically present, but he
observes (and comments) the fellowship's fruitless attempts to head to
the East. He obviously is aware of the Balrog in Moria and he wants to
force the Fellowship there.

In the version of the dialogue I have, the spell is written als
'kuiva nwalka karnirasse nai yarvaksea rasselya'. Then comes Gandalf's
try to soothe the mountain:     'losto caradhras, sedho, hodo, nuitho I
ruith' And then again Saruman's voice     'kulva nwalka karnirasse nai
yarvaksea rasselya      talhira notto-karinnnar'

If so, we can make here a small analysis:

_Cuiva nwalca Carnirassë_ 'Wake up cruel Redhorn' _Nai yarvaxëa
rasselya_ 'May your horn be blood-stained' _Talto notto-carinnar_
'?' (it may be a non-Eldarin, alien language of Men. What do you think
about it?)

Sadly for Gandalf, there is no comment on his counterspell :)) I
don't understand _hodo_ and _ruith_ (unless the latter is just the
plural of _ruuth_)

So I understand it as 'oh empty Redhorn, calm, ?, stop the ?angers'

Is this sentence correct? We would expect Gandalf saying _lasto_ 'oh
hear' isntead of _losto_, and the unrecognisable _hodo_ reminds of
_had-_ 'hurl', and maybe we should see _ruuth_ instead of the strange
plural of 'angers'!

I can hear something closer to _totto monotto carinnar_ which is equally
obscure (but then again, my transcription of Aniiron showed my listening
in-capability :p).. But if I was a movie producer I wouldn't bother
construction an alien language of Men for Saruman's spell.. We all
would make ELvish phrases for spells.. This must be Quenya


Oh, can you tell me how I can download the sound file? I think it plays
only when I am online..

sedho, hodo, nuitho I ruith_. The right answer can be found on my
website where I write also on the film dialogs. At
http://www.elvish.org/gwaith/movie.htm you can find 'Elvish Dialogs
Analysis' (click it!) and there you will find the translation of that
Sindarin sentence: 'Sleep Caradhras, be still, lie still, hold
[your] wrath'

I am not a computer specialist, so I can only say 'I don't know'. I've
heard it is enough to turn off your pc before the stream ends, and then
to find the temporary file in your windows/temporary internet files
folder. Unfortunately it doesn't work on my pc. I have recorded this
sound on a tape. Then it is possible to make a wave or mp3 file of this
tape-recording. Maybe somebody knows any better solution?

Once again welcome to my movie website where I have already collected 17
fragments of the dialog list in the languages of Middle-earth (11 in
Sindarin, 3 in Quenya and 3 in Khuzdul).

It is impossible to download .ra file if it is not permitted. Indeed,
the purpose of .ra file is to make downloads impossible.

.Ra files are usually very small. They only contain a reference to the
original file on the net, usually .ram. And if .ra file is permitted but
.ram not, you can play it when you are on-line, but cannot download it
at all. Afaik.
